The 不良研究所官方 works closely with consumer representatives to assist state regulators in their primary objective of protecting insurance consumers. Listed below is a contact list for current representatives and three ways consumers or consumer organizations can participate directly in 不良研究所官方 national meetings and other deliberations. Individuals who are selected from the applications submitted will be notified early in the first quarter.

Request a Waiver of the Registration Fee

Registration to a conference entitles one to participate in all 不良研究所官方 open meetings during that conference. Individuals from non-profit consumer organizations may request that the registration fee to attend an 不良研究所官方 conference be waived. Anyone wishing to apply for a waiver of a registration fee should write a letter on their organization's letterhead and send it to the 不良研究所官方 Meetings Department at least one month prior to the meeting.  Anyone wishing to attend one meeting can contact the 不良研究所官方 Meetings Department for next steps.

Application Requirements

Applicants must submit a fully completed application with all required attachments between Aug. 31 and Oct. 31.

All current funded and unfunded consumer representatives are required to reapply annually. Only fully completed applications will be accepted.

Individuals who are currently 不良研究所官方 Consumer Representatives who: 1) are applying to represent a di铿erent organization; 2) currently represent an organization but are applying as an individual (or vice versa); and 3) are unfunded but applying for a funded position (or vice versa) should complete an application as though they haven鈥檛 previously been an 不良研究所官方 representative.

If you aren鈥檛 certain about your term, go to the Consumer Representative Contact Table on the Consumer Participation Program webpage. Those whose terms are 2025 and 2026 are in the 铿乺st year of their term; those whose terms are 2024 and 2025 are in the second year of their term.

Individuals employed by an academic organization (i.e. a university) do not have to apply to represent that organization.

In addition to the information in the application, all applicants must: Complete the Con铿俰ct of Interest statement that appears at the end of the application and submit a resume or CV (other pertinent information, such as organization publications, testimony, references, or letters of recommendation is useful but optional).

If you represent an organization, you must submit a copy of the organization鈥檚 budget. The budget should provide an overview of your organization's annual budget, including both revenue and expenditures. If some sources of revenue are unavailable to support your participation at 不良研究所官方, please explain that. Detail the sources of your organization's income, such as grants, donations, sponsorships, and any other revenue streams, identifying those from regulated entities (defined as an entity regulated by state insurance regulators, its trade group, or other entities or individuals acting as agents or representatives of a regulated entity).

You鈥檙e not required to complete every section of this application. We have done our best to program the application so you won鈥檛 see questions you aren鈥檛 required to answer. Based on your responses, some sections may be hidden if you aren鈥檛 required to answer them.

New Applicants: If you have ever presented comments or given a presentation during any 不良研究所官方 meetings or calls, please submit information describing that participation in your CV or resume. Also include any information describing your interactions with state insurance departments.

If you are a consultant, you also must describe in your resume/CV your clients and the type of work you do for them.

When completing this application, you can return to it multiple times to complete it. There are multiple ways to save the information you enter. You can use the "Save" and "Save and Validate" buttons located on the left of the screen. Additionally, the information will be saved when you click "Previous," "Next," or "Summary," or when you navigate to different sections using the left navigation panel.

How to Access the Automated Application Form

To access the online application, individuals who have not previously applied to serve as a consumer representative through this platform must first contact Tim Mullen, 不良研究所官方 Director of Market Regulation, at tmullen@naic.org. In your correspondence, please indicate that you are requesting access to the online Consumer Representative Application for 2026.

You will receive two emails from no_reply_security@naic.org. The first email will include a User ID/Username. The second email will include a temporary password. This may take up to 24 hours.

Due to security procedures, the temporary password is only valid 24 hours after receipt. If you are unable to reset your temporary password, please contact help@naic.org and ask to be sent a new temporary password.

Once you have logged on, create your own password. You鈥檒l also need to follow the instructions to set up multi-factor authentication.

If you already have an 不良研究所官方 login, but cannot remember your Userid, please send an email to Tim Mullen at tmullen@naic.org. Please do not send your password.

Applications are due no later than Oct. 31, 2025, and late applications are not accepted. It is important to request access to the application at least several days before the deadline to give yourself time to set up your account and complete the application.

*The 不良研究所官方 defines a consumer organization as a national, state, or local organization that serves to protect the interests of consumers as they relate to the regulation of insurance. Their participation at 不良研究所官方 meetings should represent a consumer perspective and should be based on their desire to collect and/or impart information of mutual concern and interest to insurance consumers and regulators. One measure of whether an organization represents a consumer perspective is its source of funding. By definition an organization that receives significant funding from the insurance industry is not a consumer organization.
